Training is the start. Participation is the outcome.
Every POPA programme must lead towards a defined economic pathway. After training, practical development and assessment, participants may be considered for employment, enterprise or another programme-specific opportunity. Decisions depend on competence, performance, suitability and opportunities available at the time.
Formal employment
POPA builds formal employment pathways through Mafoko Global operating businesses and a growing network of external employers. Each programme will publish its own placement target and participating sectors. POPA supports matching, placement documentation and retention monitoring.
Potential roles

How the formal employment pipeline will be developed

- Manager and mentor capacity to support workplace learning and early employment
Digital retail enterprise
Approved participants may enter structured, commission-based digital retail or service opportunities through an enabled distribution platform. POPA provides programme-specific onboarding, product training, activity monitoring and enterprise support. Future programmes may introduce other enterprise models where there is verified market access.
Potential products and services
- Airtime and data
- Connectivity and fibre activations
- DStv-related transactions
- Utility payments
- Bill payments
- Digital vouchers
- Other approved products and services
How the enterprise pathway works
- Participants are independent agents and not salaried employees.
- Income depends on approved products, customer demand, successful transactions and the applicable commission structure.
- Onboarding, compliance and platform approval must be completed before trading.
- Device, data or other enablement support is not automatic and depends on funding and asset-control rules.
- Activity, transactions, commissions and ongoing participation will be monitored.
- No minimum income or level of earnings is guaranteed.
Different programmes. Different targets.
Pathway numbers and ratios are set separately for each funded programme. No pathway is guaranteed for an individual. Transition depends on successful completion, assessment, suitability, available vacancies or market opportunities, platform approval and compliance with programme terms.
