Invest in a pathway built around outcomes
POPA offers a permanent delivery platform through which government institutions, SETAs, corporates, foundations and other partners can fund specific youth employment and enterprise programmes. Each partnership is governed by an agreed scope, budget, target group, delivery plan and outcome framework.
- Occupational learning and assessment
- Learner stipends and wraparound support
- Workplace readiness and placement
- Enterprise devices, data and digital infrastructure
- Provincial delivery sites and learner recruitment
- Employer mobilisation and workplace access
- Monitoring, evaluation, research and independent verification
- Verified learner enrolment, attendance and progression records
- Quality management and assessment controls
- Workplace logbooks and mentor reporting
- Employment placement and retention tracking
- Enterprise onboarding, transaction and commission monitoring
- Programme budgets, cost-centre controls and expenditure reporting
- Risk registers, dashboards and governance forums
- Data protection and access controls
A platform beyond one funder
POPA is not owned by or dependent on a single funding programme. UIF LAP, SETAs, NSF, NEF, government departments, corporates and philanthropic organisations may each support specific programmes within the wider POPA platform.
Evidence of delivery capacity
POPA is supported by Mafoko Global's operating businesses, established retail and franchise experience, workforce, managers, systems and employer relationships. Delivery will expand through accredited sites, workplace partners, provincial venues and controlled digital infrastructure.
